Red Flag Patrol July 4th 2011
We will be running RED FLAG Patrols in the Fallbrookarea.  There will be an hour break, for lunch. Please let KE6GXP - Steven Brooks, know if you can help.  He needs to know how may we will have, so he can determine how may patrols and areas we can cover.  You can volunteer for 1/2 or all day.  For each patrol we need 1 driver and 1 operator. (2 per car), at least one needs to have been trained. We will meet at FPUD at 0930 for route assignments, hit the road at 1000. Also looks like we will have a picnic lunch again this year.

The ARES E-Letter

"What an Unbelievable Response"

Missouri SEC Ken Baremore, W0KRB, sent the following open letter to volunteers involved in the Joplin, Missouri tornado disaster:

"I want to thank all who volunteered and came to Joplin to help with communications as well as those who are still contacting me to see if additional help is needed. Due to the ending of the search and recovery mode and going to the debris and potential body part removal functions, the decision was made that effective at the end of shift today (Monday, May 30, 2011) all ham communications from the EOCs to the field operations are being stood down. We do have some ARES® operators that are scheduled and will continue to work with SATERN through the rest of this week.

"Ham communications between Springfield and Joplin started Sunday night between Freeman Hospital in Joplin and some of the hospitals in Springfield as that was the only means of communication. The links were shut down Monday morning when their needs were met. Likewise, the radio station at the Springfield Red Cross was started Sunday evening to allow communications between the Springfield and Joplin offices and to the shelter that was set up in Joplin. That communication link stayed open until Tuesday as it was the only reliable method of communications.

"I asked Cecil Higgins, AC0HA, Assistant DEC for District D, to respond to Joplin on Tuesday morning and act as "Ham in Charge" during the disaster and help to set up additional communication links as required. Thomas Zeller, KB0ORZ, EC for Jasper County, and LaVerne Wilson, NQ0B, EC for Newton County, were already in place, with members of their respective ARES® groups trying to support the EOCs and Red Cross, but relief was needed.

"Our ham operators expended almost 2000 hours during this week. What an unbelievable response. I know that many of you were scrambling to find the necessary equipment to allow you to come help this week. It is a great feeling for me to know that I am part of an organization with people willing to give up vacation or personal time to help out in a time of need. I hope we don't have another need anytime soon but it is nice to know that we have hams and ARES® members ready to serve. FEMA Administrator: Amateur Radio "The Last Line of Defense"

In an FCC forum on earthquake communications preparedness, Federal Emergency Management Agency (FEMA) Administrator Craig Fugate described the Amateur Radio operator as "the ultimate backup, the originators of what we call social media." The forum-- held May 3 at FCC Headquarters in Washington, DC -- brought together officials from the White House, the Department of Homeland Security (DHS), the United States Geological Survey (USGS), FEMA, the FCC and the private sector. Fugate and FCC Bureau of Public Safety and Homeland Security Chief Jamie Barnett gave the opening remarks.

Later in the forum, Fugate spoke more on Amateur Radio. "During the initial communications out of Haiti, volunteers using assigned frequencies that they are allocated, their own equipment, their own money, nobody pays them, were the first ones oftentimes getting word out in the critical first hours and first days as the rest of the systems came back up," he told the forum. "I think that there is a tendency because we have done so much to build infrastructure and resiliency in all our other systems, we have tended to dismiss that role 'When Everything Else Fails.' Amateur Radio oftentimes is our last line of defense."

Fugate said that he thinks "we get so sophisticated and we have gotten so used to the reliability and resilience in our wireless and wired and our broadcast industry and all of our public safety communications, that we can never fathom that they'll fail. They do. They have. They will. I think a strong Amateur Radio community [needs to be] plugged into these plans. Yes, most of the time they're going to be bored, because a lot of the time, there's not a lot they're going to be doing that other people aren't doing with Twitter and Facebook and everything else. But when you need Amateur Radio, you really need them."

The meeting will be held on July 6, 2011 (the first Wednesday of each month). Arrive at 7:00pm for set-up and chat; the meeting starts at 7:30pm. Talk-in on 146.730 MHz repeater.

President Jon Bart, K6QVA, opened the meeting at 1500

WA7YAM, Terry Balser, a visitor was introduced.

Jon gave a brief description of the work that has been done on the trailer up to this point.  Randy, KD6UAK, has contributed much time and effort along with Jon on the trailer work.  Jon pointed out that the trailer was just outside the door of the meeting room today for members to view and inspect.

Jon announced that Steven Brooks, KE66GXP, has just upgraded to Extra Class.  Stephen was congratulated on his upgrade and received a round of applause from the membership.

The pledge of allegiance was recited.

Ron, KG6HSQ, reported that the club has purchased two filters for field day use.  The filters will reduce interference between radios.  Ron also informed the membership that the club has a new triband A4 Beam and rotor for the trailer.  This equipment is new and was donated by Bob Womack, W6GG.  There is also a 40 meter two element array for this beam that may be installed at some time in the future.  Provisions have been made for multiple antennas to be erected at the Field Day site.  Loyal Hanson, W9WV, has again volunteered to supply his generator for Field Day operations this year.  Tom Kadien, AF6UL, has volunteered his generator as a back up.  Steven, KE6GXP, has volunteered to assist Ron, KG6HSQ, in collecting and transporting Field Day equipment.  Steve, AA6VO, and Ken, W6MF, volunteered the use of coax cable.  Krissy, KR6SSY, volunteered to coordinate the Saturday afternoon Potluck.  The club will provide hamburgers and sausage and Hayden, KG6YVD, has volunteered to cook.  Club members are asked to provide side dishes for the potluck..  Club members are asked to contact Krissy and inform her as to what they will be bringing for the potluck. Tom, AF6UL, made the motion, second by Randy, KD6UAK that the club provide up to $200.00 to cover the cost of food and supplies that Krissy needs for the dinner.  The motion passed.  The Field Day dinner will be at 1800 on Saturday June 25th.  Field Day location will be at Frazier Elementary School on Gum Tree Lane, Fallbrook. Setup will begin on Friday, June 24th in the afternoon.  The antennas and radio equipment will not be setup until Saturday morning.  Club members are encouraged to come and assist with the setup and take down of the Field Day equipment and facilities.  Field Day activities begin at 1100 on Saturday and end at 1100 on Sunday.  All classes of licensees are invited to attend and operate.  Regardless of the class of your license you will be able to operate on all bands due to the presence of at least one Extra Class control operator.

Jon announced that Bigs, KG6GIU had “fronted” the club trailer project $200.00.  He asked that the club reimburse Bigs the $200.00.  Harold, KI6KV6, made a motion with a second by Stephen, KC6MIE that the club make the $200.00 reimbursement to Bigs.  Vote was for approval.

Stephen, KE6GXP, announced that he has not received any information about Red Flag activities at this point.  When he receives information he will announce it on the Tuesday evening net on the FARC repeater.  Volunteers are welcome and invited to join in the activity.  You may participate as a “ride along” with a Red Flag trained operator without having attended any Red Flag classes.

With no further business the meeting adjourned at 1600.
